2. Mr. Mitchell-Innes is, I believe, entitled to 2 months vacation leave on full pay, and 10 months half pay in respect of his services in this Colony, and in view of Mr. Lockhart's return from leave on the 14th January next, I see no reason, as far as the requirements of this service are concerned, why the application should not be approved.
3. As it is possible, however, that the granting of the leave applied for might interfere with arrangements for his contemplated transfer to some other Colony, I have thought it proper to submit the application to Your Lordship for instructions; and I venture to suggest, in view of the peculiar circumstances of the case, that Your Lordship's decision
